On August 28, 2019, at 12:50 a.m., PO Edmundo Rivera, from the Patrol Borough Bronx Anti-Crime Unit, stopped [redacted] in the vicinity of [redacted] in the Bronx (Allegation A: Abuse of Authority, [redacted] Sgt.
