On September 22, 2019, at approximately 3:45 PM at the East 182nd-183rd Streets B/D-train Subway Station in the Bronx, [redacted] was arrested for fare evasion by Police Officer Neon Chowdhury of Transit District 11. [redacted] actively resisted arrest and struggled with Police Officer Chowdhury, Police Officer Luis Roldan, Police Officer Wesley Campbell, and Police Officer Padraic Hulme, all of Transit District 11 (Allegation A: Physical Force - [redacted]). During the struggle, Police Officer Hulme allegedly pulled on a chain [redacted] was wearing around his neck, which "strangled" him and restricted his breathing (Allegations B, C: Force – Chokehold, Restriction of Breathing - [redacted]).
