On September 28, 2019, [redacted] called 911 and requested police presence after being assaulted by their mother's unidentified boyfriend. At approximately 1 p.m. outside of [redacted] in Manhattan, Police Officer Yuliya Porlier and Police Officer Lateef Stinson, of the 7th Precinct arrived. [redacted] was unable to file a harassment complaint against their mother's boyfriend. [redacted] PO Stinson threatened to issue [redacted] a summons and threatened to arrest [redacted] (Allegations A and B: Abuse of Authority, [redacted]). When [redacted] began to argue with PO Stinson about the threat of arrest and threat of summons, PO Stinson then spoke discourteously and made offensive remarks to [redacted] PO Stinson allegedly stated, "Aww baby,' 'Hey sweet cheeks,' 'You're crying?' 'Are you upset?' 'I'm not going to help you sweetheart,' 'Kiss me,' and 'Kiss my ass," all statements which [redacted] perceived to have the intent to demean and victimize a female-identified person, as if they were a "little girl" and meant to feel ignored (Allegation C: Discourtesy, [redacted]; Allegation D: Offensive Language, [redacted]).
As [redacted] was unable to file a harassment report with PO Porlier and PO Stinson, they then went to the 7th Precinct stationhouse on the same day at approximately 1:30 p.m., where they allegedly spoke with Police Officer Adam Quiles. As [redacted] attempted to file a harassment report against their mother's boyfriend, PO Quiles made offensive remarks regarding [redacted] by referring to them as "he," a "freak," a "bitch" and "that thing over there" (Allegations E and F: Offensive Language, [redacted]).
