On December 6, 2019, at approximately 12:50 a.m., [redacted] was walking to his girlfriend, [redacted] apartment building at [redacted] in the Bronx, when he noticed an unmarked car following him. When he arrived in front of [redacted] walked toward the unmarked car as Sergeant Alexander Rapp, Detective Robert Altieri, and Detective Brandon Ravelo, of the Gun Violence Suppression Division, exited their vehicle and allegedly stopped [redacted] (Allegations A, B, and C: Abuse of Authority-Stop, [redacted]). Once stopped, [redacted] alleged that either Det. Ravelo or Det. Altieri patted down his exterior and searched his pants pockets, while the other officer searched through [redacted] coat, which he had discarded (Allegation D: Abuse of Authority-Frisk, [redacted] Allegation E: Abuse of Authority-Search (of person), [redacted]). Det. Altieri asked [redacted] why he had been dragging his coat, and when [redacted] responded, "I'm not allowed to drag my coat?" Det.
