On April 1, 2019, at approximately 2:55 p.m., [redacted] and his wife, [redacted] were driving their five school-age children – including [redacted] and [redacted] – home from school in the vicinity of [redacted] in Staten Island when a red Chevrolet Malibu drove past their vehicle at a high rate of speed, which nearly caused [redacted] to drive off the road. In response, [redacted] exited his car, walked up to the Chevy and began to yell at the driver of the car, known to the investigation as [redacted]. [redacted] then walked back to his car and sat down in the passenger seat.
