On January 19, 2020, at approximately 4:20 p.m., PO Kevin Weber and PO Briana Juliano from the 25th Precinct, stopped [redacted]s vehicle on East 125th Street between 1st and 2nd Avenue in Manhattan. PO Weber told [redacted] that the vehicle did not have a front license plate, was unregistered, and did not have an inspection sticker.
