Description: On April 1, 2018, at approximately 9:45 p.m., in the vicinity of 5th Avenue between 134th Street and 135th Street in New York County, without just cause or provocation, NYPD Officers Briana Juliano and Robert Renz unlawfully stopped Plaintiff while Plaintiff was driving his vehicle. Plaintiff did not commit a traffic infraction or crime and there was no legal basis for the officers to direct Plaintiff to stop his vehicle. After Plaintiff stopped his vehicle, the Defendants including Officers Juliano and Renz, directed Plaintiff to exit his vehicle and then violently handcuffed Plaintiff.
