Summary

On February 8, 2020, at approximately 1:30p.m., Lieutenant Nicholas Vandyke, Detective Charlie Harvell, Detective Joseph Vialta, Detective Michael Vila, Detective Carlos Segovia, Detective Narinadra Mourgen, Detective Michael Sogluizzo, and Detective Junior Celestin, all assigned to Queens South Gang Squad, were canvassing the 109th Precinct area regarding a long-term investigation into [redacted]. Lt. Vandyke instructed Det. Harvell and Det. Vialta to stop and detain [redacted] (Allegation A and B: Abuse of Authority, [redacted]). Det. Harvell and Det. Vialta frisked and searched [redacted] (Allegations C-F: Abuse of Authority, [redacted]).
[redacted] was subsequently transported to the 109th Precinct stationhouse. At the stationhouse, Det. Harvell allegedly cut the inside of [redacted]'s jacket (Allegation G: Abuse of Authority, [redacted]). Det. Vila and Det. Sogluizzo strip searched [redacted] per Lt. Vandyke's instruction (Allegation H: Abuse of Authority, [redacted]).
After he was strip searched, [redacted] was lodged in a holding cell where he remained until he was released. While inside of the holding cell [redacted] requested medical attention from Lt. Vandyke who allegedly refused to obtain it for him (Allegation I: Abuse of Authority, [redacted]).
[redacted] was eventually released from the stationhouse. As he exited the stationhouse, [redacted] asked Det. Mourgen for his name and shield number. Det.
