Summary

On February 26, 2020, at approximately 7:21 p.m., [redacted] double parked his vehicle in front of [redacted] in Queens. Sgt. Edwin Espinal, PO Michael Boudouris, and PO Michael Brasser, all of the 103rd Precinct, approached [redacted] vehicle. The officers tolds [redacted] that they smelled marijuana and asked him to step outside of the vehicle. PO Brasser approached [redacted] and frisked his person and searched his pockets (Allegation A and B: Abuse of Authority, [redacted]). PO Grasser searched inside of [redacted] vehicle (Allegation C: Abuse of Authority, [redacted] 1). Sgt. Espinal instructed [redacted] to step inside of his vehicle. [redacted] asked why he needed to step inside. Sgt.
