On February 21, 2020, at approximately 1:30 a.m., [redacted] was riding his bike through a subway tunnel in the East Broadway F Train station in Manhattan. PO Wade Liu and Sergeant John Zorilla, both of Transit District 4, were performing a routine inspection of the station, observed [redacted] riding his bicycle, and approached him.
