Complaint
Description: On March 28, 2022, at approximately 2:30am, Plaintiff ALEXIS ROSARIO-FLORES was present near the corner of 103rd Street and Lexington Avenue, New York, NY when he was approached by two unidentified NYPD officers who arrested him using excessive force (Plaintiff's face was slammed into a concrete wall) stating only that the reason for the arrest was that they were "conducting an investigation." Plaintiff was handcuffed and transported to Transit District 4 station where he was placed in leg shackles in addition to the handcuffs and then confined to a holding cell. In response to Plaintiff's complaints about the restraints, his handcuffs only were eventually removed. Thereafter, Plaintiff became upset and demande...
