On the evening of May 23, 2020, via 311, [redacted] made two noise complaints against the occupants of [redacted] above his apartment. PO Steven Dulcey and PO Joselin Ramirez responded to both complaints, at 8:00 PM and then at 10:10 PM, but did not meet with [redacted].
[redacted] then called 911 with the same complaint. PO Dulcey and PO Ramirez met [redacted] at his apartment door at approximately 10:29 PM. [redacted] asked both officers to provide him with their business cards and cited the Right to Know Act. Neither PO Dulcey nor PO Ramirez provided a business card to [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Dulcey then said to [redacted] that he could remove [redacted] to a hospital (Allegation C: Abuse of Authority, [redacted]).
