Summary

On the evening of May 29, 2020, a group of protesters, which included the complainants as well as [redacted] and [redacted] gathered at the intersection of Tompkins Avenue and Greene Avenue in Brooklyn, in front of the 79th Precinct stationhouse. Numerous officers from the 79th Precinct, including Deputy Inspector Timothy Skretch, Police Officer Thomas Bay and Police Officer Mohamed Elhanafi, gathered in front of the stationhouse. Inspector Caban of Patrol Borough Brooklyn North was also present. At approximately 11:36 p.m., the officers dispersed the protesters from the intersection. In doing so, they allegedly used physical force against several individuals while doing so, including striking them with batons (Allegations A and B: Force Nightstick as club, [redacted]) and pushing them (Allegations C, D and E: Force – Physical force, [redacted]). An officer also allegedly told [redacted] "Get the fuck out of here" (Allegation F: Discourtesy – Word, [redacted]). Officers also allegedly refused to provide their shield numbers to [redacted] (Allegation G: Abuse of Authority: Refusal to provide shield number, [redacted]).
Officers also allegedly struck [redacted] with batons (Allegation H: Force – Nightstick as club, [redacted]).
