On May 29, 2020, at approximately 4:10 p.m., [redacted] and her husband, [redacted] attended a Black Lives Matter protest march that began at Foley Square in Manhattan. At Canal Street and Mulberry Street, Chief Raymond Spinella, of Support Services Bureau, spoke with an unidentified black female protestor. Chief Spinella allegedly stood very close to the individual, repeatedly thrust his body toward her and made sporadic, shaking movements with his body. Chief Spinella then allegedly pushed the individual with his chest (Allegation A: Force, [redacted]). The individual stepped back, and [redacted] approached Chief Spinella. Chief Spinella then allegedly made the same thrusting movement with his body toward [redacted].
