Summary

On June 4, 2020, at around 8:00 p.m., [redacted] and [redacted] attended a protest at Penn Street and Wythe Avenue in Brooklyn, in honor of George Floyd. During the protest, [redacted] and [redacted] were separated.
[redacted] encountered an officer striking a protester with a baton. This officer pushed her and walked away (Allegation A: Force; [redacted]). [redacted] then attempted to locate [redacted] while doing so, she was taken to the ground by Captain Tarik Sheppard from the Community Affairs Bureau (Allegation B: Force; [redacted]). Once on the ground, Captain Sheppard placed her hands behind her back and allegedly placed his knee on her shoulder blade (Allegation C: Force; [redacted]). Captain Sheppard then tased [redacted] (Allegation D: Force; [redacted]). While being tased, [redacted] allegedly felt blows all over her body (Allegation E: Force; [redacted]). [redacted] was then handcuffed and escorted to an ambulance (Allegation F: Abuse of Authority; [redacted]). [redacted] continually told the officers that she could not breathe, to which Captain Sheppard allegedly responded, "You're really not going to be able to breathe if you keep up this performance" (Allegation G: Abuse of Authority; [redacted]). While searching for [redacted] multiple officers allegedly grabbed [redacted] by her arms, legs, and back and an officer allegedly placed his knee on her leg (Allegation H: Force; [redacted]).
