Summary

On June 11, 2020, at approximately 10:54 p.m., at East 174th Street and Ward Avenue in the Bronx, [redacted], his friend [redacted] and a group of individuals, some of whom were playing a dice game, were standing on the sidewalk in front of Yalla Deli and Grocery. An unmarked car drove past, then doubled back and drove by again two to five minutes later, this time stopping. PO Echanique said, "Is everyone doing alright?," then parked the car. PO Echanique, Sgt. Signorile, PO Vargas, and PO Echevarria exited the car and stopped the group of individuals (Allegation A-C: Abuse of Authority, [redacted]). PO Echanique and Sgt. Signorile each frisked an unidentified individual (Allegations D-F: Abuse of Authority, [redacted]). PO Echanique and Sgt.
