On June 3rd, 2020, at approximately 8:50pm, [redacted] attended a Black Lives Matter demonstration that was travelling the Upper East Side of Manhattan. As [redacted] and members of the demonstration passed East 64th Street and Lexington Avenue in Manhattan, Deputy Chief Michael Pilecki, of the City Wide Traffic Command, ordered Sergeant Alberto Espinal, of the City Wide Traffic Command, to seize the bicycles of [redacted] and an unidentified individual (Allegation A, Allegation B: Abuse of Authority, [redacted]).
