On September 12, 2020, at approximately 1:53 p.m., Police Officers Stephen Patti and Philip Schaefer of the 7th Precinct stopped [redacted] in the vicinity of Clinton and Delancey Streets in Manhattan (Allegations A and B: Abuse of Authority, [redacted]). At the 7th Precinct stationhouse, PO Patti, and Police Officers Zackary Palladino, and Jose Beltran, used force against [redacted] (Allegations C through E: Force, [redacted]).
