On November 18, 2020, at approximately 10:00 a.m., at the corner of Cross Island Parkway and 114th Drive in Queens, [redacted] (who was with his wife, [redacted] and their two children) was pulled over by PO Rachid Benlhoussain of Highway 03. PO Benlhoussain issued [redacted] a summons for speeding. Following a conversation with [redacted], PO Benlhoussain stated he was going to issue [redacted] another summons and reached inside [redacted]'s vehicle a second time (Allegation A – Abuse of Authority – Search of Vehicle, substantiated).
