Description: On June 18, 2013 around 6:00 a.m. Plaintiff was sitting on his stoop with his friends when POs Rachid Benlhoussin and an unnamed officer stopped and asked the group to move a vehicle blocking a fire hydrant. No members of the group owned or could move the car. Shortly after the owner arrived and stated to POs he was the owner of the car.
