On January 28, 2021, at approximately 11:18 p.m., [redacted] was inside of Mosheer Tower Plaza Deli, located at 2185 Pacific Street in Brooklyn. Sgt. Samuel Hui, Officer Justin Vazquez, and Officer Nadia Thomas entered the store. Sgt. Hui said to [redacted], "Didn't I tell you to come here?" (Allegation A: Abuse of Authority, [redacted]). Sgt. Hui reached towards [redacted] and grabbed [redacted] left arm (Allegation B: Force, [redacted]) and Officer Vazquez grabbed [redacted] right arm (Allegation C: Force, [redacted]), twisted [redacted] fingers (Allegation D: Force, [redacted]), and pushed him against a door (Allegation E: Force, [redacted]). Sgt. Hui patted up and down the left side of [redacted] body (Allegation F: Abuse of Authority, [redacted]) and Officer Vazquez patted up and down on the right side of [redacted] body (Allegation G: Abuse of Authority, [redacted]). Officer Thomas frisked the outside of [redacted] hooded sweatshirt pockets (Allegation H: Abuse of Authority, [redacted]). Officer Thomas searched inside of [redacted] pockets (Allegation I: Abuse of Authority, [redacted]). Sgt. Hui ordered Officer Thomas to search inside of [redacted] pockets (Allegation J: Abuse of Authority, [redacted]). A bag of what [redacted] identified as cannabidiol was located. Sgt.
