Summary

On September 5, 2021, at about 2:56 AM, [redacted] and other civilians were in the rear courtyard of [redacted] at [redacted] in Manhattan when an argument broke out between [redacted] cousin and two unknown males. [redacted] attempted to separate them at about the same time Police Officer Timone Grant, Police Officer Afreen Bedi, and Police Officer Meagan Morea from PSA 5 arrived.
PO Grant used a Conducted Electrical Weapon (CEW) in probe-mode on an unknown male who fought [redacted] cousin; however this individual ran away and was not seen again (Allegation A: Force, Exonerated).
Sergeant Jose Ramos, Police Officer Jeff Huggins, Police Officer Kevin Salazar, Police Officer John Peloso, and other officers from PSA 5 arrived on scene. [redacted] pushed his cousin towards a nearby metal fence and held him against it with his body. PO Huggins allegedly tried to grab [redacted] wrist, but [redacted] pulled it away and they began to argue and swear at each other (Allegation B: Discourtesy, Misc. – Subject Suspended without Pay). PO Huggins, PO Salazar, and Sgt. Ramos grabbed [redacted] and forcefully pulled him away from the fence he was holding to handcuff him (Allegation C-E: Force, Exonerated). While PO Huggins, PO Salazar and Sgt. Ramos attempted to handcuff [redacted] PO Peloso punched [redacted] in the face (Allegation F: Force, Substantiated). This caused [redacted] to fall to the ground where he sustained cuts and bruises on his face.
