On September 21, 2021, at approximately 3:28 a.m., [redacted] was verbally threatened by an unknown civilian while walking his dog in the vicinity of [redacted] in Brooklyn. [redacted] called 911 to report the incident. At approximately 4:04 a.m., Police Officers Dennis Mcallister and Brian Carton from the 79th Precinct arrived. [redacted] and the officers got into an argument after they declined to investigate further or create a police report. PO Mcallister and PO Carton failed to provide [redacted] with a business card (Allegations A-B: Abuse of Authority, [redacted]). PO Mcallister and PO Carton refused to provide their names to [redacted] (Allegations C-D: Abuse of Authority, [redacted]). PO Mcallister threatened [redacted] with a summons (Allegations E: Abuse of Authority, [redacted]).
