On October 13, 2021, at approximately 4:50 AM, [redacted] went to a homeless shelter located at [redacted] in Queens. [redacted] got into a verbal dispute with the shelter staff because they refused to provide him bedding. At 6:51 AM, an unknown staff worker called the police. Sergeant Patrick Chilton, Police Officer Mark Fordlombo, Police Officer Louis Lopiccolo, and five additional officers, all of the 102nd Precinct, responded to the location. Sgt. Chilton allegedly threatened to remove [redacted] to the hospital (Allegation A – Abuse of Authority [redacted]). Sgt. Chilton threatened to tase [redacted] (Allegation B – Abuse of Authority [redacted]). Sgt.
