Summary

On February 15, 2022, at approximately 5:30 p.m., [redacted] was working as a security officer at the [redacted] located at [redacted] in Manhattan. Off-duty Police Officer Charlie Ruizreyes of the 32nd Precinct, came to the hospital to visit a patient while accompanied by an unidentified female off-duty member of service. Supervising Security Officer [redacted], Supervising Security Officer [redacted], Security Officer [redacted] and hospital employee [redacted] were also present in the hospital lobby. PO Ruizreyes firstly spoke with Security Officer [redacted] in the lobby, who denied PO Ruizreyes's request to visit the patient due to the hospital's COVID-19 visitor policy. PO Ruizreyes requested that Security Officer [redacted] make an exception for him given his position as a police officer and flashed his NYPD identification card to him. Security Officer [redacted] did not do so, and in response PO Ruizreyes said, "this is gonna bite you in the ass" and told Security Officer [redacted] "You don't wanna see me outside" (Allegations A: Discourtesy, [redacted] Allegations B: Abuse of Authority, [redacted]). Security Officer [redacted] requested that PO Ruizreyes further identify himself and PO Ruizreyes replied, "I don't have to do that" (Allegations C and D: Abuse of Authority, [redacted]).
