On May 7, 2022, at approximately 5:30p.m. [redacted] was walking past 456 E 137th Street, when he was stopped by Police Officers Brandon Quiles, Jehad Mahmud, and Joshua Espana of PSA 7 (Allegations A – C: Abuse of Authority – Stop, [redacted]). While speaking with [redacted] PO Quiles allegedly patted [redacted] down at the waist and lower back without permission (Allegation D: Abuse of Authority - Frisk, [redacted]). All three officers then got into their vehicle and drove away without providing [redacted] with a business card or explaining the reason for their law enforcement activity (Allegations E, F, and G: Abuse of Authority – Failure to provide RTKA card, [redacted]) (Allegation H: Abuse of Authority - Failure to explain, [redacted]) (Allegations I and J: Abuse of Authority Failure to explain, [redacted]). [redacted] was not arrested and did not receive a summons in relation to this incident.
