Summary

On September 25, 2022, at approximately 5:47 p.m., [redacted] called 911 to request assistance with [redacted] who was acting irate and throwing items. Police Officer Jake Rotolo and Police Officer Christian Solarte of the 76th Precinct responded and upon arrival, restrained [redacted] to initiate his removal to the hospital (Allegations A and B: Abuse of Authority Forcible removal to the hospital, [redacted]). A physical interaction ensued in which Police Officer Rotolo and Police Officer Solarte attempted to gain control of [redacted] by pulling his arms behind his back, taking him to the floor, picking him up, and pressing him against a wall (Allegations C and D: Force – Physical force, [redacted]). During the struggle, Police Officer Rotolo grabbed [redacted] throat (Allegation E: Force – Chokehold, [redacted]). [redacted] allegedly attempted to intervene, prompting Police Officer Solarte to push her away (Allegation F: Force - Physical force, [redacted]).
