Description: On October 31, 2018, Plaintiffs DG, Anthony Ellis, & Travis McMeans (ages 13-15) were trick-or-treating with friends when multiple police cars arrived from both directions, stopping near the group. Numerous officers exited their vehicles and pointed their guns at the group of children. Anthony ran east, before being tackled by Defendant POM Shingru Wang, who then handcuffed the child with excessive tightness. DG ran east as well, until Defendant Lt. Description: On or about August 10, 2017 at 1:00 PM Plaintiff was standing on the corner of 4th street and Hoyt Street in Brooklyn NY filming videos of speeding vehicles that were not following traffic laws. NYPD officers Sargent Wilson Alba and Officer Jake Rotolo handcuffed Plaintiff and put him in a police vehicle taking him to the 76th precinct where he was held against his will for 7 hours and then was taken to the 72nd precinct where he was held for 13 hours and was released at 2 AM on August 11, 2017.
