Summary

On March 30, 2023, at approximately 10:30 p.m., PO Anthony Orlando of the 81st Precinct, PO William Woodley of the 77th Precinct, and Lt. Gabriel Cuevas of the 83rd Precinct were assigned to the Community Response Team for Patrol Borough Brooklyn North. During their patrol of the 75th Precinct, PO Orlando and PO Woodley stopped and frisked [redacted] as he was walking past [redacted] in Brooklyn (Allegations A, B, C, and D: Abuse of Authority, Substantiated). After the stop was concluded, [redacted] went into the street and stood in front of the officers' vehicle to prevent them from driving away. Lt. Cuevas approached [redacted] and shoved him backwards into a parked vehicle and then onto the sidewalk multiple times (Allegation E: Force, Within NYPD Guidelines).
