Summary

On August 3, 2023, at approximately 10:05 p.m., outside of [redacted] in Brooklyn, Police Officers Anton Baird and Bianyor Germosen, both of the 71st Precinct, damaged [redacted] license plate cover while issuing his vehicle a summons (Allegation A: Abuse of Authority - Property Damage, [redacted]; Allegation B: Abuse of Authority – Property Damage, [redacted]).
On August 4, 2023, at approximately 8:40 a.m., at the 71st Precinct stationhouse in Brooklyn, Police Officers Tetsola Santiago and Sandy Peralta, both of the 71st Precinct (PO Peralta has since resigned), allegedly refused to process [redacted] civilian complaint (Allegation C: Abuse of Authority – Refusal to Process Civilian Complaint, [redacted]; Allegation D: Abuse of Authority – Refusal to Process Civilian Complaint, [redacted]). Sergeant John Felicetti, of the 71st Precinct, refused to process [redacted] civilian complaint (Allegation E: Abuse of Authority – Refusal to Process Civilian Complaint, [redacted]). Sgt. Felicetti allegedly threatened to damage [redacted] plate cover and threatened to seize [redacted] vehicle (Allegation F: Abuse of Authority – Threat to Seize Property, [redacted]). Sgt. Felicetti allegedly called [redacted] stupid and a terrorist (Allegation G: Offensive Language – Disability, [redacted]; Allegations H and I: Discourtesy – Word, [redacted]). Sgt. Felicetti told [redacted] that if he did not leave he would be arrested (Allegation J: Abuse of Authority – Threat of Arrest, [redacted]). Sgt. Felicetti allegedly failed to provide a business card to [redacted] (Allegation K: Abuse of Authority – Failure to Provide RTKA card, [redacted]) and allegedly called [redacted] "a piece of shit" (Allegation L: Discourtesy – Word, [redacted]).
