On October 27, 2023, at approximately 2:09 PM, officers responded to [redacted] 911 call at [redacted] in the Bronx after she stated that her ex-partner, [redacted] broke into her apartment. Police Officer Brandon Bacalles and Police Officer Jesse Mancuso of the 43rd Precinct entered [redacted] apartment and PO Bacalles frisked [redacted] (Allegations A and B – Abuse of Authority: Within NYPD Guidelines) (Allegations C – Abuse of Authority: Substantiated). Neither PO Bacalles nor PO Mancuso offered or provided [redacted] with a business card during this incident (Allegations D and E – Abuse of Authority: Substantiated). Sergeant Calvin Black of the 43rd Precinct spoke to [redacted] outside of her apartment building, instructed officers on scene to prepare a domestic incident report, and left the scene.
At approximately 3:00 PM on October 27, 2023, Sgt. Black contacted [redacted] via text message from his personal cellphone and exchanged numerous text messages over the course of the following three days (Allegations F and G – Abuse of Authority: Substantiated).
