At approximately 11:30 AM on December 6, 2023, in the 86th Street 4/5/6 train subway station in Manhattan, [redacted] got into a verbal altercation with another civilian. [redacted] requested assistance in settling the dispute from PO Wendy Skupien, PO Michelle Carrieri, and PO Thomas Rodes, all of the Medical Division. The other civilian began to walk away, and PO Skupien approached [redacted] and asked him where he was going (Allegation A: Abuse of Authority – Within NYPD Guidelines).
