Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On or about March 22, 2019, Plaintiff was falsely arrested and illegally searched and seized by NYPD P.O.s. Defendants, including Officer Karolina Scott, arrived at the scene and proceeded to unlawfully question Plaintiff on illegal activity despite the fact that Plaintiff was acting lawfully. Officer Karolina Scott and other P.O.s physically restrained and removed Plaintiff by handcuffing him in an excessively tight fashion. P.O.s fabricated a story to justify the illegal search and seizure of Plaintiff. Plaintiff was gabbed and shoved into a police vehicle and taken to the precinct. P.O.s subjected Plaintiff to invasive bodily searches and caused Plaintiff to be criminally prosecuted on false charges.
