Description: On December 14, 2014, Plaintiff, a non-English native speaker, accidentally stepped on the dog leash of two individuals because of his poor eyesight as he was walking around. The dog owners started a physical conflict which resulted in Plaintiff’s injuries on his face and left hand. Dog owners then called the police, falsely claiming that Plaintiff attacked them. They continued to punch and kick Plaintiff, leading to further bruising, contusions, scrapes, and cuts on his arms and body. By the time P.O. Brian Porzelt and Brittany Waldon arrived at the scene, Plaintiff had two black eyes, his left hand was bleeding, and he had numerous cuts and bruises all over his body, arms, and legs.
