Description: On July 8, 2014, Plaintiff, who is deaf, was arrested at his residence by P.O. John Doe # 1. Plaintiff was taken to a precinct and then to Central Booking. During the entire time of his detention, Plaintiff was denied any accommodation for communication despite his repeated requests. He was mocked for being deaf by the P.O.s during his confinement. He was also never informed of the reason for his arrest until he was brought to court for arraignment. On July 10, 2014, P.O. John Doe # 2 and 3 arrested Plaintiff at his place of business.
