Proano and Hernandez failed to conduct an investigation before arresting plaintiff. Plaintiff was transported to Manhattan Central Booking, where officers Proano, Hernandez, Boris Mirkin, Awais Mazhar, and Juan Perez lined plaintiff up against a wall with all male detainees.
