Description: On May 25, 2015, Plaintiff Theodat was walking on the street when Officer Joel Crooms, Officer Dalsh Veve, and Officer Christopher McDonald stopped and searched him without any suspicion or cause. The officers used excessive force to handcuff Plaintiff Theodat by forcibly putting his hands and arms behind his back. He was detained and released a few hours later. Plaintiff Theodat was charged with criminal possession of marijuana. The DA’s office declined to further prosecute Plaintiff Theodat on June 11, 2015.

Description: On February 19, 2014, Plaintiff was exiting a grocery store where he purchased cigarettes when officers, including Christopher Macdonald and Matthew Hausworth, approached and ordered Plaintiff to stop moving. The officers requested Plaintiff to take everything out of his pockets. Plaintiff questioned the need for his stop, but ultimately complied. The officers threw Plaintiff to the ground and struck him about his head and back. Those officers not participating directly in Plaintiff's arrest watched idly.
