Description: On November 19, 2014, Plaintiff witnessed NYPD officers searching a car in Queens, New York. Plaintiff began recording the search on his cell phone. NYPD officers Anderson, Del Villar, and Ryan told Plaintiff to move further from the scene, making it harder for Plaintiff to record. After a verbal back and forth, Plaintiff was told to leave the scene by the officers. Plaintiff chose to continue recording. Plaintiff was arrested, handcuffed, and his phone was confiscated. The officers justified their charges against Plaintiff with sworn testimony Plaintiff alleges was false. A grand jury chose not to indict Plaintiff on some of the charges against him; on others, Plaintiff declined an ACD offered by the Court.

Description: Plaintiff Kent Yip has a qualified disability as he is emotionally and psychologically impaired to the extent that his daily life is affected. In response to a 911 call from his brother requesting an ambulance for Plaintiff, NYPD Officers David Del Villar, Newton Hun and others arrived at Plaintiff's residence. They unlawfully entered the premises, and then tackled Plaintiff, headlocked him, and punched and kicked him. His wheelchair was thrown from the back porch into the backyard. He was detained with overly tight handcuffs and arrested.

Description: On January 12, 2012, plaintiff called 911 for assistance in retrieving her bag from a Best Western hotel room that she had paid for her father and brother to stay in. When Officers Iocco and Del Villar arrived, she told them that her sister, who had a criminal and psychiatric history, and was acting violently and erratically, was in the hotel room. The officers retrieved her bag. Upon receiving her bag, plaintiff emptied it, to check its contents. The officers then grabbed her and shoved her. Plaintiff immediately called 911 to report the misconduct and sought an Internal Affairs report. After hearing plaintiff on the phone, both officers violently grabbed the plaintiff, shoved her into an elevator, and forcibl...
