Description: On July 7, 2018, and on September 7 of the same year, plaintiff was falsely arrested under very similar circumstances. Plaintiff would be walking or waiting on the street and then be arrested for allegedly accosting people and engaging in gambling. He would be subjected to an unlawful search and taken to the precinct whilst being handcuffed too tightly. In both instances, prosecutors declined to prosecute.
