Plaintiff had walked to a friend's apartment, where he was in the lobby talking to his two friends when he was approached by plainclothes NYPD officers Oliver Vidal and his partner. The officers ordered Plaintiff to place his hands behind his back, which he did without any resistance. Description: On June 2, 2018, at approximately 11:00 PM, Plaintiff Nyheem Atkins was stopped, handcuffed, and arrested by NYPD officers Christopher Padin, Oliver Vidal, and unidentified officers near Surf Avenue and West 19th Street in Brooklyn, New York. Atkins alleges that he was not engaged in any illegal activity, did not resist arrest, and did not possess any controlled substances. He was taken to PSA 1 precinct, subjected to a strip search (which yielded no illegal items), and held in a cell for several hours before being transferred to Kings County Central Booking.
