Description: On September 18, 2019, at approximately 11:00 a.m., Plaintiff was lawfully in the vicinity of Schenectady Avenue and Eastern Parkway, Brooklyn, NY, on his way home after buying a soda at a bodega. Defendant NYPD officers, including Lieutenant Troy Luis and Officer Corey Hughes, stopped Plaintiff and asked if he had anything on him, to which he responded in the negative. The officers told him to put his hands in the air, which Plaintiff did, and then arrested him and handcuffed him without legal justification. Plaintiff did not resist arrest.
