Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

$50,000 Settlement
Complaint
Description: On September 24, 2011, plaintiff was filming a protest. Defendant deputy inspector Anthony Bologna arrested the individual that the plaintiff was filming. Defendant detective Kenneth ODonnell came at the plaintiff, told her to get off the street, blocked the plaintiff's video camera with his hands, and asked her if she wanted to be arrested. Defendants ODonnell and police officer Fernando Centenotalavera grabbed plaintiff, put her under arrest, took her roughly down to the ground, picked her back up, and placed her in handcuffs with excessive and punitive tightness.
