Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

EZ Pawn Corporation v. City of New York et al
Case # 16CV03852,
U.S. District Court - Eastern District NY
Complaint
Description: Leads is a challenged internet reporting system, misused by certain law enforcement agencies especially where it involves collateral loan brokers and secondhand dealers. On July 10, 2015, NYPD officers visited the EZ retail store and sought to search the entire premises despite having no warrant. The NYPD officers demanded EZ return to Leads and threatened that they would return and take whatever action they chose without care of a disruption of the business. When employees refused, the defendant officer arrested the assistant manager of the store and was charged with violating New York State General Business Law. These charges were dismissed.
