Complaint
Description: On October 17, 2018, Lamont Johnson was a passenger in a vehicle near 236th Street and Fox Street in the Bronx when NYPD Officer Pinales Francis (Shield No. 14791) allegedly stopped, handcuffed, and arrested him without probable cause. Officer Francis allegedly grabbed and pushed Mr. Johnson during the arrest, causing physical pain and emotional distress. Mr. Johnson was falsely charged with unauthorized use of a vehicle, but the Bronx District Attorney declined to prosecute, and he was released the next day. Mr. Johnson claims the arrest was conducted to meet arrest quotas and that he suffered humiliation, fear, and ongoing psychological trauma.
