Description: On July 4, 2019, plaintiff was lawfully in the vicinity of East 173rd street and Topping Avenue, Bronx, when defendant police officers, without reasonable cause or an arrest warrant, approached plaintiff and summarily stopped, searched, grabbed, assaulted, battered, and handcuffed him in an excessive manner.
