Description: On January 15, 2018, Plaintiff MARCUS CHAVIS was illegally stopped, searched, detained and subjected to excessive force by defendants POLICE OFFICER DILLON SAMAROO, POLICE OFFICER ARNULFO LUCIANO, POLICE OFFICER RONALD FREEMAN, POLICE OFFICER DWIGHT WANZER, and NYPD POLICE OFFICERS JOHN/JANE DOE. Plaintiff was lawfully in the hallway of his apartment building when Defendants approached him, asked Plaintiff if he lived in the building, and requested his ID despite having no objective credible reason, founded or reasonable suspicion or probable cause to do so.
