Summary

On February 18, 2019, at approximately 2:20 a.m. [redacted] was with his girlfriend, [redacted] and her two children in [redacted] apartment at [redacted] in the Bronx. [redacted] called 9-1-1 and requested medical assistance for [redacted] Police Officers Jesus Correa, Dwight Wanzer, James Weck, Hammer Colon, Husamedin Umer and Rafael Torres from PSA 7 responded, and [redacted] allowed them to enter into the apartment. Police Officers Umer, Wanzer, Correa, Weck, Colon and Torres used physical force against [redacted] and Sergeant Steven Counihan was the supervisor who later responded to the location (Allegations A: Abuse of Authority – Forcible Removal to the Hospital, [redacted] Allegations B-G: Force – Punched and Kneed, [redacted]). While attempting to place [redacted] in handcuff, Police Officer Torres and other officers used the word "fuck" (Allegations H and I: Discourtesy – Word, [redacted]) Sergeant Counihan from PSA 7 responded to the location. An ambulance arrived, and [redacted] was removed to the hospital. Medical records noted [redacted] did not sustain any injuries. In the hallway of [redacted] an individual, known to the investigation as [redacted] was intoxicated.
