Description: On April 9, 2021, PO Ramirez and four unknown POs approached Plaintiff and took him into custody even though Plaintiff was not committing a crime and the POs had neither reasonable suspicion nor probable cause. Although Plaintiff did not resist arrest, the POs assaulted and battered Plaintiff, using excessive force while arresting him. Plaintiff suffered a fractured arm and spinal injuries, so the POs took him to the hospital for treatment. Plaintiff was released from custody at the hospital, and he was never charged with any crime related to this incident.
