Description: On August 15, 2015, plaintiff Kyle Murray was driving home. He signaled for a right turn, but he was then pulled over for failing to signal. Because it was early morning and Mr. Murray is a young Black male, Mr. Murray began recording his interaction with Defendant Officers Brown, Sikiric, Cahill, and Thomas and asking why he had been pulled over. One of the defendant officers became angry and pulled Mr. Murray out of the car, falsely claiming that he had drugs in the glove compartment. That defendant officer then handcuffed Mr. Murray. Another defendant officer then sprayed mace into Mr. Murray's face while he was handcuffed. The defendant officers then brought Mr. Murray to the hospital for treatment, where ...
