Summary

On November 25, 2019, at approximately 11:50 p.m., Police Officers Francis Cahill and Christopher Rosario, of Highway Unit 2, stopped [redacted] for speeding on the Gowanus Expressway near 54th Street in Brooklyn. [redacted]'s twin brother, [redacted] was also in the vehicle. PO Cahill allegedly told [redacted] "I don't want to see your fucking PBA card" (Allegation A: Discourtesy, [redacted]). PO Cahill issued [redacted] seven summonses for various VTL infractions: disobeying a traffic device (two), failing to signal a lane change (two), moving from a lane unsafely (two), and speeding over the posted limit (Board Review 01). The vehicle stop concluded and [redacted] drove away.
A few minutes later, on an unknown street near the highway, [redacted]'s vehicle drew level with the officers' vehicle.
